ROMANIA is a worldwide paradox with its greatest Internet speeds in the world and a poor Internet penetration, but yet how can we cable the next half of Romania and its disadvantaged areas?
EU DIGITAL AGENDA has several key objectives, one of them being to provide all European Union citizens with basic broadband coverage and more ambitious to provide broadband speeds of at least 30 megabits per second for all by 2020. Romania’s broadband plan focuses on building up a national broadband network as a first step towards achieving the targets set by the Digital Agenda for Europe. Romania’s existing national broadband plan is based on the European Commission’s Digital Agenda for Europe (DAE). It aims at achieving 100 % broadband coverage over 30 Mbps by 2020 and specifically sets the target that 50 % of households being provided with subscriptions over 100 Mbps.
NATIONAL BROADBAND PLAN AND POLICY
Romania’s Broadband Plan is devised and implemented entirely by the Ministry of Communications and Information Society (Ministerul pentru Societatea Informaţională), the National Authority for Management and Regulation in Communications (Autoritatea Naţională pentru Administrare şi Reglementare în Comunicaţii) is responsible for regulatory measures. The National Centre România Digitală (Digital Romania), a public institution under the Ministry of Information Society is to implement and operate Nationwide Electronic Point of Single Contact, aiming thereby streamlining government, creating an integrated market services and simplifying procedures applicable to service providers in order to achieve an interoperable platform to national and European level.
